陳牧：今巡狩許昌，而官員供奉不足，寡人慾責之，先生以為如何？
蕭凡：臣以為，大王今幸許昌，臨舊征行處，庶其安定，故欲加恩父老，而百姓未蒙德惠，官司苑監多及罪辜，或以供奉之物不津，又以不為獻食，此則不思止足，志在奢靡，既乖行幸本心，何以副百姓之望？非聖王所為也！
陳牧：先生之言是也，寡人知過矣。

蕭凡：臣以為，王者為善，若雲行雨施，萬物受其賜，及其為惡也，若天裂地震，萬物所驚駭，其誰弗知，其誰弗見，豈戮一人，鉗一夫之口，所能禳逃，所能彌滅哉，竊為大王羞之。
陳牧：先生之言是也，寡人知過矣，先生有骨鯁之氣，不愧前古也。

蕭凡：臣以為當伐燕，伐齊則燕、楚皆為其首尾，則我軍危矣，然伐燕，楚必不能越齊而救燕，則我失一敵，敵喪一助，此消彼長，我軍伐燕必克。
陳牧：先生之言是也，寡人意決矣，刻日伐燕。

陳牧：先生之策甚善，然有傷天和，恐累及先生，寡人寧失合肥，不願先生有損也。

陳牧：先生之言是也，寡人受教矣。

蕭凡：臣以為，以道治天下，非易民性也，因其有而條暢之，故瀆水者，因水之流，產稼者，因地之宜，征伐者，因民之欲，能因即無敵於天下矣，故先王之製法，因民之性而為之節文，無其性，無其養，不可使遵道也，因其所惡以禁奸，故刑罰不用，威行如神矣，因其性，即天下聽從，咈其性，即法度張而不用。
陳牧：先生之言是也，寡人謹受教。
