陳牧：今西涼獻祥瑞，寡人當如何處置，先生教我。
蕭凡：臣以為，王者所寶為賢，嘉禾神芝，皆虛美爾，所以《春秋》不書祥瑞，願大王申令有司，自今凡有嘉瑞、奇獸，勿復以聞，皆勿得獻。
陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，夫腹飢不得食，膚寒不得衣，雖慈母不能保其子，君安能以有其民哉？明主知其然也，為天下計，大王當譴宣慰使，開倉濟民，通渭水以解旱情，寬賦斂，省徭役，理冤獄，則民心可得而有也。
陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，為人君者，動靜舉措，不可不慎，發於中必形於外，天下無不知之，今王后、世子皆無恙，若奸臣逆探王意，知大王奇愛太原公，必有危王后、世子之心，卒成巫蠱之禍，悔之晚矣！
陳牧：非先生之言，寡人幾著大錯，當為先生秘之。

蕭凡：臣以為，天子見怪則修德，諸侯見怪則修政，卿大夫見怪則修職，士庶人見怪則修身，願大王著御史，巡梁地，撫百姓，訪冤情，懲吏治，差可解過。
陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，棋者，以正合其勢，以權制其敵，故計定於內而勢成於外，戰未合而算勝者，得算多也，算不勝者，得算少也，戰已合而不知勝負者，無算也。
陳牧：先生之言是也，暗合兵法之道，寡人受教矣。

蕭凡：臣以為，楚王僭逆之心久矣，國家所以略其釁情者，求犄角之援也，今若加顯絕，讎我必深，便當移兵東與齊、燕并力，則中原必亂、大勢去矣，且彼賢才尚多，將相輯穆，未可一朝而定也，頓兵相持，坐而須老，使燕、齊得計，非策之上者，願大王含垢忍恥，連楚以制燕、齊，暫待須臾，北方大定之日，便是吾王旌旗南指之時。
陳牧：先生之言是也，寡人願忍之。

蕭凡：臣以為，非我族類，其心必異，強必寇盜，弱則卑伏，不顧恩義，晉末亂華即是明證，遷之河套以為屏障可也，切勿處之內地以生肘腋之患。
陳牧：先生之言是也，寡人謹受教。
