陳牧：寡人聞，法者，當與天下共之，故著大理寺卿荀顗，修編《晉律》以求平允，先生以為如何？
蕭凡：臣以為，死者不可再生，用法務在寬簡，又當去虛務實，然今法司核理一獄，必求深刻，欲成其考課，今作此法，使得平允，豈不謬哉？
陳牧：先生之言是也，寡人知過矣。

蕭凡：臣以為，損人而自益，身之不詳也，釋賢而任不肖，國之不詳也，老者不教，幼者不學，俗之不詳也，聖人伏匿，愚者擅權，天下之不詳也。
陳牧：先生之言是也，寡人受教矣。

蕭凡：臣以為大王聖明，選端士以衛世子，世子乃見正事，聞正言，行正道，左右皆正人，習與正人居之，不能無正，猶生長楚之鄉，不能不楚言也，所謂少成如天性，習慣如自然也。
陳牧：先生之言甚善，寡人亦以為然。

陳牧：寡人聞，先王有至德要道，以順天下，民用和睦，上下無怨，何也？先生教我。
蕭凡：臣以為，此乃孝也，夫孝，德之本也，教之所由生也，身體髮膚，受之父母，不敢毀傷，孝之始也，立身行道，揚名於後世，以顯父母，孝之終也，夫孝，始於事親，本於事君，終於立身，《大雅》云：無念爾祖，聿修厥德。
陳牧：先生之言是也，寡人受教矣。

陳牧：寡人聞，母以子貴，今寡人君臨天下，顯榮祖宗，而太后不樂，何也？先生教我。
蕭凡：臣以為，為君誠難，大王置身兆庶之上，若治得其道，則此位誠尊，苟或失馭，求為匹夫而不可得，是以太后憂也。
陳牧：先生之言是也，寡人謹受教。

陳牧：寡人戲言也，先生勿怪。

蕭凡：臣以為，必克之。
陳牧：何以言之。
蕭凡：越王好事虛名而少實用，世子懦而多病，兄弟乖爭，楚乘其危，兵精將勇，何故不克！
陳牧：先生之言是也，寡人亦以為然。然楚既伐越，必不能進退，我以精騎直搗廬江、江夏，楚將若之何？
蕭凡：臣以為，今西有吐谷渾，北有契丹，窺伺國隙，東有齊、燕，為我肘腋之患，興兵遠攻，未見其利，不如且安靜以待之，其克越之際，必是大王兵指南陽之時。
陳牧：先生之言甚善，南陽必為寡人所有。

蕭凡：臣以為，今天下紛擾，攻伐不斷，民不聊生，王道之本，在於務農，懷遠之略，莫如寬簡，今入歲以來，陰陽失序，風雨乖和，是宜減膳撤懸，側身修德之時，而更繁刑峻，繕築不止，殆非所以致興隆也。
陳牧：先生之言是也，寡人知過矣。
