陳牧：寡人征隱士姚興而不至，蓋沽名釣譽之輩爾，先生以為如何？
蕭凡：臣以為，自古明王、聖主，必有不賓之士。伯夷、叔齊不食周粟，周黨、嚴光不受漢祿，亦各有志焉，豈可疑一人，以疑天下哉！
陳牧：先生之言是也，寡人知過矣。

陳牧：今東北戰事膠著，二將意見相左，李晟欲攻易縣，馬隆欲攻渤海，寡人當如何處置，先生教我。
蕭凡：臣以為當先下渤海，易縣聞李晟欲攻之，日夜為備，方自憂，必不能救援，馬隆兵趨渤海，出不意而至，其必驚擾，吾攻之一日，必克。拔渤海，則易縣孤，與齊隔絕，必復亡去，所謂『擊一而得二』者也。若先攻易縣，不能卒下，頓兵堅城，死傷必多。縱能拔之，其引軍還奔渤海，並兵合勢，觀人虛實。吾深入敵地，后無轉輸，旬月之間，不戰而困矣，願大王勿疑。
陳牧：先生之言甚善，寡人意決矣，兵發渤海。

陳牧：今有人奏聞衛將軍馬隆謀反，寡人當如何處之？先生教我。
蕭凡：臣以為此大謬也，趙國有廉頗、李牧，強秦不敢窺兵井陘；東吳有周瑜、陸遜，曹魏不敢渡江南下。由是言之，戰克之將，國之爪牙，不可不重也。驚聞戰鼓之聲，則思將帥之臣。衛將軍馬隆，護大王於平陽，下河內、據孟津、克洛都，前破羌王，威震百蠻，武暢關西，晉元以來，征伐方外之將，未嘗有也。今馬隆坐言是非，幽囚下獄，歷時不決，昔白起為秦將，南拔郢都，北坑趙括，以纖介之過，賜死杜郵；秦民憐之，莫不隕涕。今馬隆親秉節鉞，喋血千里之外，薦功祖廟，告類天帝，介胄之士靡不慕義。《周書》曰：『記人之功，忘人之過，宜為君者也。』夫犬馬有勞於人，尚加帷蓋之報，況國之功臣者哉！望大王哀憐之！
陳牧：非先生之言，寡人不悟也，當為卿赦之，以章吾過。

蕭凡：臣以為，大王好專利，而不知大難。夫利，百物之所生也，天地之所載也，而有專之，其害多矣。天地百物皆將取焉，何可專也？將欲專之，所怒必多，而不備大難，其可久乎？
陳牧：先生之言是也，寡人知過矣。

蕭凡：臣以為，一曰志動不忘仁；二曰智用不忘義；三曰力事不忘忠；四曰口言不忘信。慎守四儀，以終其身，名功之從之也，猶形之有影、聲之有響也。是故志不忘仁，則中能寬裕，智不忘義，則行有文理，力不忘忠，則動無廢功；口不忘信，則言若符節，若中寬裕而行文理，動有功而言可信也，雖古之有厚功大名，見於四海之外，知萬世之後者，其行身也，無以加於此矣。
陳牧：先生之言是也，寡人受教矣。
