陳牧：寡人慾遍賜勛貴，褒其從龍之功，可乎？先生以為如何？
蕭凡：臣以為，君人者以天下為家，不可有私也，倉庫之儲，以供軍國之用，自非有功德者不當加賜，在朝諸貴，受祿不輕，比來頒齎，動以千計，若分以賜鰥寡孤獨之民，所濟實多，今直以與親近之臣，殆非「周急不斷富」之謂也。
陳牧：先生之言是也，寡人受教矣。

蕭凡：臣非不樂，然心中有憂也，願大王毋忘出奔晉陽之時，願大王毋忘束縛并州之時，願大王毋忘藏於牛車之時。
陳牧：先生之言是也，寡人謹受教。

陳牧：先生之言是也，寡人知過矣。

蕭凡：臣以為，漢唐登賢，莫非經術，服膺雅道，名立行成，魏、晉浮蕩，儒學淪歇，風節罔樹，抑此之由，可置《五經》博士各一人，廣開館宇，招內後進，不出十載，風俗可厚也。
陳牧：先生之言甚善，寡人謹受教。

陳牧：近來多祥瑞，各郡頻有表賀慶，寡人當如何處之，先生教我。
蕭凡：臣以為，但使天下太平，家給人足，雖無祥瑞，亦可比德於堯、舜，若百姓不足，夷狄內侵，縱有芝草遍街衢，鳳凰巢苑囿，亦何異於桀、紂？嘗聞石勒時，有郡吏燃連理木，煮白雉肉吃，豈得稱為明主耶？夫為人君者，當須至公理天下，以得萬姓之歡心，若堯、舜在上，百姓敬之如父母，動作興事，人皆樂之，發號施令，人皆悅之，此是大祥瑞也。
陳牧：先生之言甚善，寡人亦以為然。

蕭凡：伏願大王覽古今之事，察安危之機，上以社稷為重，下以億兆在念，明選舉，慎賞罰，進賢才，退不肖，聞過即改，從諫如流，為善在於不疑，出令期於必信，頤神養性，省游畋之娛，雲奢從儉，減工役之費，務靜方內，而不求闢土，載弓矢，而不忘武備，凡此數者，國不可治者，未之有也。
陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，治國有常，而利民為本，政教有道，而令行為右，苟利於民，不必法古，苟周於事，不必循俗，故聖人法於時變，禮與俗化，衣服器械，各便其用，法度制令，各因其宜，故變法利國利民，變之可也。
陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，聖王之用兵也，非好樂之，將以誅暴討亂，弔民伐罪，抑惡揚善，夫以義誅不義，若決江河而溉爝火，臨不測而擠欲墜，其克之必也，此乃王者之兵也。
陳牧：先生之言甚善，寡人受教矣。
