陳牧：今北平未下，寡人慾屠之以威齊國，可乎？先生以為如何？
蕭凡：臣以為不可，燕降三日，吏人從服，孩兒老母，口以萬數，一旦放兵縱火，聞之可為酸鼻，大王以仁義定天下，何忍行此？仰視天，俯視地，不愧於心哉？良失弔民伐罪之義也，竊為大王所不取也。
陳牧：先生之言是也，寡人知過矣。

陳牧：今世亂紛擾，茂才良莠不齊，寡人慾廢科舉，取士於氏族，可乎？先生以為如何？
蕭凡：臣以為不可，古者，德義可尊，無擇負販，苟非其人，何取世族，名公子孫，布衣之伍，本無華素之隔，有晉以來，其流稍改，草澤奇士，猶顯清途，降及季年，專限閥閱，自是三公之子，傲九棘之家，黃散之孫，蔑令長之室，轉相驕矜，互爭銖兩，唯論門戶，不問賢能，至於末年天下大亂，非必不由此也，取士以德，以才，以量，何分世家寒門，但以閥閱取士，太祖高皇帝何猶而起也？
陳牧：先生之言是也，寡人知過矣。

蕭凡：臣以為，太祖始建都邑，其所營立，必因農隙，況建國已久，永安前殿足以朝會，西堂、溫室足以宴息，紫樓足以臨望，縱有修廣，亦宜馴致，不可倉促，今計所當役凡二萬人，老弱供餉，又當倍之，期半年可畢，一夫不耕，或受之飢，況四萬人之勞費，可勝道乎！願大王所宜留心也。
陳牧：先生之言是也，寡人謹受教。

陳牧：今契丹衰弱，寡人慾告高句麗、烏桓攻其左，發河西四郡及天水、隴西鮮卑擊其右，如此，北虜之滅，不過數年矣，可乎？先生以為如何？
蕭凡：臣以為，舍近謀遠者，勞而無功，舍遠謀近者，逸而有終，故日：務廣地者荒，務廣德者強，有其有者安，貪人有者殘，殘滅之敵政，雖成必敗。今國無善政，災變不息，百姓驚惶，人不自保，而復遠事邊外乎？孔子日：吾恐季孫之憂，不在顓臾，而在蕭牆之內也。願大王察之。
陳牧：先生之言是也，寡人謹受教。

陳牧：今羌王叛亂，擾動三輔，諸縣望風而降，人無固志，國家所保唯長安、武威、安定數郡，寡人甚憂之，先生何以教我？
蕭凡：臣以為，羌王雖叛，其眾未必同心，多為裹脅之民，可誘而降之，宜鎮之以靜，以至信待人。叛者親戚布在宮省，若繩之以法，則士崩立至，宜明罪不相及之義。物情既定，人有戰心，六軍精勇，器甲犀利，以待不習之兵，其勢相萬耳，可令車騎將軍郭況，兵臨五丈原以分其勢，速遣衛將軍馬隆，馳往長安以鎮關中，不出月余，關西必定，大王勿憂也。
陳牧：先生之策甚善，開寡人心懷也。
