陳牧：寡人慾聞，用兵之道，先生教我。
蕭凡：臣以為，用兵之道，不違時，不歷民病，所以愛吾民也，不加喪，不因凶，所以愛其民也，冬夏不興師，所以兼愛民也，故國雖大，好戰必亡，天下雖平，忘戰必危，天下既平，春蒐秋獮，振旅治兵，所以不忘戰也。
陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，非禮樂不可，禮以檢形，樂以治心，形順於外，心和於內，然而天下不治者未之有也，是以禮樂修於上，而萬國化於下，聖人之教不肅而成，其政不嚴而治，用此道也。
陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，人之為德，其猶虛器歟！器虛則物注，滿則止焉，故君子常虛其心志，恭其容貌，不以逸群之才加乎眾人之上，視彼猶賢，自視猶不肖也，故人願告之而不厭，誨之而不倦也。
陳牧：先生之言甚善，寡人受教矣。

蕭凡：臣以為，流水清濁，在其源也，君者政源，人庶猶水，君自為詐，欲臣下行直，是猶源濁而望水清也，理不可得也，大王常以司馬懿多詭詐，深鄙其為人，如此，豈可堪為教令哉？
陳牧：先生之言是也，寡人慾使大信行於天下，不欲以詐道訓俗，吾知過矣。

蕭凡：臣以為，為國之基，必資於德禮，君之所保，惟在於誠信，誠信立則下無二心，德禮形則遠人斯格。

蕭凡：臣以為，盟軍皆畏其強，莫敢先進，舉義兵以誅暴亂，大眾已合有進無退，大王乃高皇帝血胤，陛下之弟，不雪此恥何以告天下？向使梁王立新帝，據舊京以臨天下，雖以無道行之，猶足為患。今焚燒宮室，鳩殺天子，海內震動，不知所歸，此天亡之時也，一戰而天下定矣，願大王勿疑，不可蹈袁紹覆轍，免遭天下之譏。
陳牧：先生之言是也，寡人意決矣。

蕭凡：臣以為，當使馬隆將軍，引上黨之眾，渡河內臨孟津，並使郭況將軍，兵出魏郡，南下白馬以威濮陽，再遣李晟將軍，出井陘守鄴城以防齊國，陳國諸將守成皋，據敖倉，塞軒轅、太谷，全制其險，邀楚王率荊楚之軍入南陽，以震司隸，皆高壘深壁，勿與戰，益為疑兵，示天下形勢，以順誅逆，大局定也。
陳牧：先生之言是也，寡人謹受教。

陳牧：今梁王敗走虎牢，寡人慾乘勝追擊，可乎？先生以為如何？
蕭凡：臣以為，梁王雖敗，其勢尚存，擊之非便也，且楚王觀望窺探，不宜深入梁地，萬一失利，則大勢去矣，大王當訪問遺老，振武還師，養威并州，示無東向之意，以安三王之心，急入關中，以定李唐之成局，然後息甲三載，勸課農桑，揖睦諸侯，布盛德於天下，司隸必為大王所有也。

蕭凡：臣以為，人君執要，人臣執職，執要者逸，執職者勞，是以後稷播種，堯不預焉，占候、天文，晨夜其苦，非至尊之所宜親，大王將焉用之。
陳牧：先生之言是也，寡人戲言也，先生勿怪。
